The study discusses the significant role of the European Parliament, particularly with the rise of right-wing parties in the 2024 elections. It reveals that shaping effective policy-making and actual decisions related to the EU's foreign affairs is different from the missions of this parliament. It emphasizes that foreign political decision-making and position-taking on international developments are primarily expressed by the European Council, the meetings of European foreign ministers, and the European Commission or European External Policy Commissioner.
The study suggests that while issues such as immigration to Europe, maintaining energy supplies, and resolving internal crises will likely be the European Parliament's primary concerns, the results of the 2024 elections could still lead to significant changes in the EU's relations and positions towards the Arab world and the Palestinian issue. It would be clearer if these results affected the political elections in the EU member states. As such, it is more likely to affect the shaping of the EU's foreign policy through its executive bodies. The potential for an expanded scope of confrontation at the regional level in the Middle East necessitates the EU to adopt certain common positions, and the EU parliament would play some role in that situation.
